Construction works are set to begin in May 2024.
Initially anticipated to commence earlier in 2024, the project time frame was pushed back due to the selected building contractor (Project Coordination Pty Ltd) unexpectedly going into voluntary liquidation in March 2024. Fortunately the CCDC Board and project team had negligible financial exposure and the board were able to quickly pivot to secure the services of an alternative builder from the list of certified tenderers to build the project.

Yes. The CCDC and the selected building contractor Monarch Building Solutions have a preference for local trades people for inclusion in the project where possible.
Local trades people can complete the ‘Local Trades EOI’ Form (accessible via the top right hand tab on this website) to register their interest to be considered for work within the project.

The Bushfire Local Economic Recovery (BLER) Fund Grant in January 2021 was for $9.612M. The funding submission was based on a project cost assessment and estimate as of 2021.

The COVID 19 pandemic has had a significant impact on the availability and cost of labour and materials for the project. In addition, onflow effects of COVID have resulted in extended time frames of planning authorities to process and issue the relevant approvals.

No. A reduced project scope was deemed to not be a viable solution. This approach, if adopted by the CCDC Limited to combat escalating costs , would not deliver the long term economic and social benefits of the initial business case, as outlined in the successful grant submission.
The State Government was clear that the grant was dependent on an application that had a robust sustainable economic model and could be self-sustaining long term.

Yes. In recognition of the significant cost escalation outside of the control of CCDC, and after considerable lobbying by communities and local MP’s, the State Government BLERF team made available a pathway for eligible projects to apply for additional funding.
The CCDC submission for further funding was lodged in December 2022, and was successful with the award of an additional $6.232 million required to complete the construction phase of the Rebuild Cobargo Project.

No. The State Government has made it clear that there won’t be any further rounds of additional funding.

Yes, up until the end of construction. The NSW Government has a close governance and management role through its membership on a special oversight group called the Project Control Group (PCG), The PCG is made up of representatives from NSW Regional, the BLERF team, Public Works Advisory (PWA) and members of the CCDC Board. The role of this committee is to provided a strong Government oversight, including risk management through monthly meetings.

No. All CCDC Directors volunteer their time, energy and expertise.

The CCDC will provide a range of opportunities and mechanisms for members of the community to keep updated with progress and news relating to the project.
There are currently several ways you can keep up to date:
1. Sign up to our website mailing list for project updates and news direct to your inbox.
2. visit to the CCDC website and click on the News tab for recnet media articles and news updated relating to the project.
3. Attend one of the CCDC Information Days, face to face events in Cobargo (details advertised prior to each event).
4. The CCDC publish a monthly article in the Triangle local Newspaper in the Cobargo Conversations section.
5. Kepp an eye on
local Notice Baords and on the Community Mailing Lists as wellTas FB pages for flash updates and news.

No. The original property owners have each agreed to the purchase of their property by the CCDC and incorporation into the project.
The exeption to this is the Market Hall Project site , where a public private partnership has been sought with the owner of this property.

Once the construction phase is nearing completion the CCDC Project team will engage an open recruitment process to secure both residential and commercial tenants for the new premises.
Tenancies will be selected via an open Expressions of Interest process and the opportunity will be widely advertised and open to all members of the community.
The commercial spaces within the complex will be leased to occupying business proprietors and operators at fair market rates.

The buildings will be owned by the community through the CCDC Limited and operated for the benefit of the community.

The facility will be leased to Australia Post frachise business operator at fair market rates to ensure this vital service business to the community is maintained.

The CCDC has a comprehensive risk management register program, which is managed (and regularly updated) by the project management team.

The REBUILD COBARGO project aims to replace the commercial shops which were lost due to the 2019/2020 Black summer Bushfire Disaster with a new and upgraded amenity and design and more flexibility for retailers. The CCDC will, in consultation with the community, ensure that an appropriate range of business types complementary to the existing main street businesses are selected, and that suitable operators are recruited into the new fit-for purpose retail spaces.

Yes - the apartments will be freehold, owned by the community through the CCDC Limited. They will be leased to private occupiers at affordable rates, with revenue being primarily used to support ongoing maintenance and improvement of the units.

The CCDC have taken on this feedback and will ensure 2 of the 5 apartments are accessible to all with the inclusion a lift into the final design.

Yes – the apartments will be priced to ensure they are available to the local community. The pricing approach will be designed to provide sufficient funding for maintenance and improvements and not to specifically generate a high profit.

This will be considered as part of the design process at a closer stage to completion of the project, throughout 2023.
